Gets the maximum value for an enumerated/integer/binary Unicode property.

property- 調べたい Unicode プロパティ (定数
IntlChar::PROPERTY_*を参照ください)。
返り値
The maximum value returned by IntlChar::getIntPropertyValue() for a Unicode property.
<=0 if the property selector is out of range.
